Existing Condition/Need

The extension of Clinton Keith Road from Whitewood to SR 79 is included in the County’s General Plan as an arterial roadway providing 6 travel lanes, ultimately. Currently the only connection between the Murrieta and Winchester communities is via Murrieta Hot Springs Road, Los Alamos Road and Scott Road. The only east-west connection between Murrieta Hot Springs Road and Scott Road is Los Alamos/Briggs Road, which is a 2 lane winding road with limited capacity. With the recent development in these communities, it is desired to provide another connection to better serve the communities.


Proposed Improvements

The County of Riverside in cooperation with the City of Murrieta has initiated a project to fully extend Clinton Keith Road from the current eastern terminus as a paved road at Whitewood Road in the City of Murrieta, easterly to State Route 79.

The segment between Interstate 215 and Whitewood Road has been recently completed to a full 6 lane width including raised median. There is an existing segment from Trois Valley Street to Leon Road in unincorporated County that was constructed by development. This segment does not currently connect to any other sections of Clinton Keith Road.
Construction of the remaining sections from Whitewood Road to Trois Valley Street and from Leon Road to SR 79 will be constructed in phases as funding becomes available. The segment between Whitewood Road and Trois Valley Street is the project currently funded for construction. This is referred to as Phase 2 of the project and includes the construction of four lanes, median, 2 bridge structures, traffic signals at Menifee Road and at Trois Valley Street. Both bridge structures will be built full width to facilitate completion of the full 6 lane roadway in the future. Upon completion of the Phase 2, traffic will have access from I-215 to SR 79 via Leon Road. Access to SR-79 is possible from existing Leon Road and Max Gilliss Boulevard to SR 79. Ultimately Clinton Keith Road will be widened to accommodate 3 lanes in each direction plus turn lanes at key intersections.

Subsequent phases of the project include the extension of Clinton Keith Road from Leon Road to SR-79, connecting at the existing intersection of SR-79 and Benton Road, and adding the remaining two lanes between Whitewood Road and Trois Valley Street. Ultimately, Clinton Keith Road will provide 6 lanes from I-215 to SR 79. Timing of future phases is dependent on funding availability.

Traffic Projections

Within the current segment to be constructed (Phase 2), it is projected that this extension of Clinton Keith will have an approximate average daily volume of 14,000 vehicles per day at opening day. The long range projection for Clinton Keith Road from I-215 to SR 79 is approximately 35,000 vehicles per day.

Funding for the current Phase 2 construction is from a variety of sources including:

  • Riverside County Transportation Commission (Measure A -Discretionary)
  • Southwest Area Road and Bridge Benefit District
  • Community Facilities District
  • Eastern Municipal Water District
