Center Street and Stephens Avenue Resurfacing

Limits: Center Street from west of Versailles Place to west side of I-215 Freeway bridge; Stephens Avenue from Center Street to West La Cadena Drive

The County of Riverside Transportation Department is proposing to resurface approximately 0.50 miles of Center Street and Stephens Avenue. The limits on Center Street are from west of Versailles Place to the west side of I-215 Bridge and the limits on Stephens Avenue is from Center Street to West La Cadena Drive.  Center Street is classified as a Secondary Highway.  Center Street is a 23 to 64 foot, two lane road with 50 to 88 feet of right of way.  Stephens Avenue is classified as a Local Street. Stephens Avenue is a 38 foot, two lane road within 60 feet of right of way. The proposed project will include: cold plane of the existing pavement and placing back Hot Mix Asphalt (HMA) pavement and removal of the existing asphalt and aggregate base in areas and placing back HMA to reconstruct the pavement section.

 

Additional improvements include:

 

·         Minor non-capacity enhancing roadway widening along the frontage of 3405 Center Street to correct a sight distance issue on the north side of the roadway for vehicles turning onto Center Street from Mont Martre Avenue. Pavement will be widened to 20’ from an existing width of approximately 11’ and a retaining wall will be constructed at this property.

·         Replacement of guardrail along the south side of Center Street between Stephens Avenue and the I-215 bridge.

·         Traffic signal modification at the intersection of Center Street and Stephens Avenue

·         Pedestrian ramp upgrades to meet current ADA standards

·         Reconstruction of cross gutter and spandrels, curb and gutter, and sidewalk

·         Striping of roadway

 

Right-of-way and temporary construction easement (TCE) acquisition was needed at one (1) property to construct the proposed improvements. The Right-of-way and TCE have been acquired. All other project improvements will be within the existing footprint of the roadway and will not raise the roadway profile.
